OSHA has mandated in 29 CFR 1926.451 (f)(7) that "Scaffolds shall be erected, moved, dismantled, or altered only under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. Such activities shall be performed only by experienced and trained employees selected for such work by the competent person." To help meet this requirement for a competent workforce, the Atlanta Carpenters' JATC offers a Scaffold Qualification Training Program. This program, developed in partnership with OSHA and the DOE, addresses OSHA safety regulations for scaffolding, scaffolding introduction, and the specific procedures for erecting Frame Scaffold, Tube & Clamp Scaffold, and System Scaffold.
 
Upon successful completion participants receive from the UBC a Scaffolding Qualification Card,
with a 3-year expiration period.
